RTI International is seeking professionals for an anticipated $25-$75 million USAID-funded 5 year project to improve early grade reading in Morocco. The USAID-funded project aims to improve early grade reading outcomes for children in primary grades. All positions are full-time and resident in Morocco.


Chief of Party will provide strategic leadership and technical and managerial direction for the successful implementation of the project. S/he will oversee overall project management, including personnel, administrative, and financial management, as well as project planning, implementation, performance monitoring, and reporting. Qualifications: Ph.D. or Master’s degree in Education or related field plus 12 years of experience designing, implementing, and/or managing education improvement projects. At least 5 years of experience managing large-scale, complex, USAID- funded education projects. Demonstrated experience working in the education sector in Morocco and/or countries in the MENA region. Fluency in written and spoken English, Arabic, and French required.


Deputy Chief of Party will provide will play an integral role in overseeing programmatic activities and providing managerial supervision for all aspects of the program. S/he will provide guidance and support to technical staff to implement program components, including support for early grade reading and mathematics instruction, teacher training, district support, and social advocacy initiatives. Qualifications: Master’s or higher degree education, business administration, or in a related field; 9 years of experience in education program implementation, early grade learning, teacher professional development and/or district and school management support programs. Fluency in both written and spoken English, Arabic, and French required.


Reading Advisor will provide technical leadership for enhanced reading instruction supporting improved teaching methods and learning materials; coordinating the development of gender sensitive reading materials and ensuring equity in delivery of training programs; and providing institutional capacity building to support reading initiatives. Qualifications: A master’s degree or higher in education or a related field; Nine years of relevant field experience in educational development, with specific experience in primary-level reading programs and instructional materials/curriculum development, teacher training, and literacy improvement. Fluency in written and spoken English, Arabic and French required.


Monitoring and Evaluation Advisor will in collaboration with relevant stakeholders, M&E Advisor will develop the program’s Performance Monitoring Plan, secure approval from the client, develop data collection tools, and design a training approach in support of successful implementation of this PMP. S/he will Coordinate and manage all monitoring and evaluation tasks and deliverables for the project, and harmonize M&E data collection and reporting systems with USAID policies and education indicators. Qualifications: Master’s Degree in monitoring, research, and assessment ; 6 years of working experience in M&E, with a focus on education programs; technical skills in data management, M&E, survey design, mapping and assessment required. Fluency in written and spoken English, Arabic, and French required.


Finance and Administration Manager (FAM) will manage all project activities in finance, human resources, grants management, IT, logistics, and general administration requirements for the project on a national level and ensure compliance with the terms of the contract. S/he is responsible for implementation, quality control, reporting, monitoring and staff management. This includes supervising, coordinating and training financial/administrative staff. Qualifications: Minimum of Bachelor’s Degree (Master’s Degree preferred) in business administration, economics, financial management, accounting, or finance; 12 years related work experience in finance, administration, and project management for international organizations; experience overseeing finance and administration for a USAID-funded project of a similar size and complexity is highly desirable; Advanced budgeting, financial analysis, and MS Excel skills required; Proficiency with accounting software (Quickbooks) ; Fluency in written and spoken English, Arabic, and French required.
